1. Deficit Reduction Act Congress and the President signed the DRA into law in early 2006. Part of this law put more restrictions on our seniors who need medical care assistance through Medicaid. The law punishes seniors who give to charity by lengthening the period in which donations can still be considered "assets" of the donor, from three years to five years. Also, if the senior becomes ineligible because those assets are determined to still belong to them, period the senior must wait to become eligible is now longer. It used to begin the day they gave the gift, but now the ineligibility period begins the date of application.
